To comprehensively implement the scientific concept of development, accelerate the implementation of the "Four Focus," achieve "Four First," and promote construction of "Four Centers," promote the application of information technology and information industry development, give full play to the guidance and promotional function of special, we made research and decided to launch the declaration work of 2008 Software and Integrated Circuit Industries Development Special Funds Project. The relevant matters will be noticed as follows:

1. Key support scope
Special funds support key software and integrated circuit enterprises in independent development of product, formation of independent intellectual property rights (including patents and software copyrights, and registered integrated circuit layout, etc.), solving of bottleneck of industrial development, and construction of public service platform. Specific scope is shown in Annex 1 "Guide to 2008 Shanghai Software and Integrated Circuit Industries Development Special Funds Project."

2. Project declaration requirements
1. Declaration units must have been registered in Shanghai, with more than two years of normal business and good social credit.
2. Declaration content must be within the "2008 Shanghai Software and Integrated Circuit Industries Development Special Funds Project Guide," with independent intellectual property rights and can achieve the goals of science and technology research and industrialization promotion. Priority will be given to district and county matching projects.

3. Declaration method
1. Declaration should be made through "Online Declaration System" of Shanghai Municipal Information Committee's Website (http://www.shanghaiit.gov.cn). Online declaration is available from 0:00 of April 10 to 0:00 of April 25, and at 0:00 of April 26, the system will be closed and declarations will no longer be accepted.

2. In addition to online declaration, municipal enterprise groups should also submit paper declaration material to Information Committees of Districts or Counties. City Information Committee accepts the paper declaration from April 10 to April 25 (except holidays) 10:00 to 16:00, acceptance location is ground floor lobby, No.915, Julu Road.

3. In addition to online declaration, other enterprises should also submit paper declaration material to Information Committees of Districts or Counties, and the District and County Information Committee will sign opinion and official seal on "District and County Information Industry Administrative Department Opinion," and then submit it to the City Information Committee. District Information Committee accepts paper declarations from April 10 to April 21 (except holidays) 10:00 to 16:00, acceptance locations are shown in Annex 2. City Information Committee accepts the paper declarations from April 10 to April 25 (except holidays) 10:00 to 16:00, acceptance location is ground floor lobby, No.915, Julu Road.

4. Declaration of the project materials to meet the requirements of reporting units, the project also participated in reply, the respondent time without notice.

4. Project declaration material

Project declaration material includes "Plan Assignment" as well as corporate business license, accounting statements of the past two years (including the "balance sheet," "Profit and Loss Account," and "Cash-flow Statement") and the Audit Report, relevant documents of intellectual property rights situation (such as copyright registration, registration of layout design, patent certificate), and other materials. Paper declarations should be A4 paper, triplicate and bounded, and with corporate seal and signature of corporate representative.
